Dawn Phillips has written an excellent paper outlining the problems for junior philosophers moving from one short term post to another in the UK, and suggesting solutions. It’s now available on the web, and I’d say it’s a must-read. Read it here.

I’ve just had a quick look through it. I think there’s a wonderful background assumption: universities cannot simply thank themselves that there are these people who can be exploited with minimal return.
I didn’t see whether she mentioned a particularly bad problem: when a position comes open, temporary teachers are often at a big disadvantage. The bird in hand is just not as attractive as the fluttering star in the bushes. There might be some metric that one could develop that lowered expectations for non-permanent teachers, so when they do apply, the fact that they have been teaching in difficult situations can be compensated for in evaluating their researh.
